The built site goes offline
The monthly fee is what pays for the build and the hosting, so when it stops, the site stops being hosted. Nothing is held over you. It just isn't running any more.

The money questions.
No. It is month to month and you can stop whenever you want. There is no minimum term and no notice period to serve out.
Not on the monthly plan. The build is covered by the monthly price, which is the entire point of it. There is nothing to pay before the work starts.
You do. It is registered in your name and stays that way, whether I set it up for you or you brought it with you.
Send it over. A new service, a second location, a seasonal page: that is what the monthly plan is for, and the site is built so that adding one does not mean rebuilding anything around it.
